Bigger Cities.

Hey guys. I'm pretty new to modding. I've done some modding in the past way back in Morrowind, but haven't done much since then. But there's one mod I'd like to make.

I want to make the main cities larger. The normal size is just not enough. I've been thinking about this since I got the game last year.

But here's some questions:

 

When I'm not inside the cities, but in the wilderness looking at the city, will the changes I've done be shown there?

Will adding more buildings/people affect any quests or events?

 

So far this is the only mod I really want to make, and would really appreciate any help.

The view won't be changed from outside unless you add more buildings to the 'outside' area as well. They're two totally different towns basically. From the wilderness you're getting one version, and from inside the town you're getting the full version. You need to change both manually if you want the best possible immersion.
