i got some weird blur on my screen when ever something is close to the camera

i don't know what it is

it's on everything not just faces

i never had this in the past using any mods or enb

i'm a vampire i already tried searching this and someone had a similar blur they tried adding some vampire vision spell and having it turned on other people tried typing sisme 0 but neither worked for me i tried changing it to night time to see if it was the sun causing some bloom effect but it's got nothing to do with the light

 

how do i fix it

 

if you look at the tree behind me it's not on the tree at a distance

it's only on anything that's close to the camera
