I believe it is best to combine lockpicking and pickpocket into 1 skill set [Thievery], then make a whole new set of combat line for stealth character [Deadly Art].

 

The deadly art will be a mix of unarmed combat and dagger combat, give special martial art perk to unarmed and dagger fight style.

 

Interesting perk idea for deadly art:

 

unarmed line

martial art (5 lv) - convert armor point of gloves gear with a +20%/+20%/+20%/+20%/+20% bonus into unarmed damage

spinning kick - knock down target with back power attack

palm strike - hit target to unconscious from behind in sneak mod

heart breaker - +15% critical chance

lung strike - power attack 25% chance silence target

 

dagger line

invisible blade (5 lv) - +20%/+20%/+20%/+20%/+20% dagger attack speed

throwing dagger - throw your equipped dagger with back power attack

shadow movement - move fast with dagger drawn

nightblade - +25% bonus to poison applied to dagger

exhaustion - 50% dagger damage also damage stamina

 

 

I don't know how to make mod, just some thoughts...

I think this belongs to the Mod Talk or Mod Requests section, but great ideas you have there.

 

About Lockpicking, the perks could be made like Oblivion's, I mean like advancing in skill to get perks. Like every perk you get when advancing in skill would be to make x difficulty of lock easier. Combining Lockpicking and Pickpocketing would be a good idea to make Thievery, but combining Pickpocketing and Sneak and just leaving it as Sneak seems the best way to go. Anyway, nice ideas you have there.
