Flight while building settlements.

I don't know what I'm doing or how to read the tags for what affects settlement building, but I literally just want a simple mod that toggles TCL whenever you enter settlement building mode, or at least something similar. The reason for this, is I've noticed multiple people installing rather cheaty mods in order to just simply fly about while in build mode so that they can put their settlement together.
