Skyrim Huge FPS Tank with XP32SE

So ive been trying to install all the mods I want to set myself up in Oldrim for a playthrough and got down to trying to get HDT working.

 

I installed Realistic Ragdolls and Force, FNIS, Creature, Spell, and XP32SE.

 

After that I installed HDT Extension, TBBP, Capes, Heels and Equipment and when I loaded in, outdoors I was getting about 15 fps.

 

I tried uninstalled all HDT extensions and I still seemed to have 15 fps outside.

 

I tried uninstalled ETAC and JKs Whiterun thinking maybe those were causing a problem but they werent.

 

The only thing that worked was having Ragdolls, FNIS, Creature and spells installed and installing XP32 and selecting BBP instead of HDT on the FOMOD. I loaded in and my fps was solid outdoors, but as soon as I downloaded the HDT files and regenerated FNIS it seemed to kill my FPS again. Im kinda out of options here and don't know what to try next, anyone have any ideas? If I go indoors Im fine, the FPS is solid, but as soon as I go outdoors everything blows to s***. After that, I can only fix the FPS issue by uninstalling all of FNIS and Radgolls and starting a new game.

 

EDIT: Managed to fix the EP32SE issue, but as soon as I downloaded all the bjinn mods and went outside my FPS tanked down to 12 again. So obviously that wasnt the issue.

You have numerous items that are duplication of assets or effects/weather.......This is important because of the nature of he in game physics.

I uninstalled True Storms but I dont think that was the issue. It seems to fix itself if I go into my SKSE ini file and change my memoryheap value, then the frame rate is solid, but as soon as I exit the game and relaunch it, I need to do the whole thing over again.
