My Idea is to turn the concession stand at the "Starlite" or is it "Starlight" Drivein into a Hellacious bar.I'd like to see a juke box with a long play list that the player could choose from,a pool game incorperated into it,at least 1 better yet 2 or 3 ways to start a brawl, and get laid.I've gave this alot of thought.I like to think of myself as creative but I'm not diciplined enough to develop the skills needed to do mods this involved.Taken to the limit of my musing It would be a neutral area enforced by the Minute Men in a n attempt to find settlers among the Raiders and gunners who only joined with those groups for security.The settlement would have buildings the player would provide the settlers....thats the tip of the iceberg.Taken to the limit the Minute men get organized.They have 2 Bases (settlements with squads equiped with power armor.The Castle and Starlight.Radscorpions and Mirelurks.There would also be 4 F.A.R.T. squads,Fast Attack Response Team.Mole Rats,Mongrels,The Bears whose name I can't say or spell and Death Claws.Theres more but I think this should give you an idea.

Dunno about the jukebox though. (I do like the idea)

if you want to have your own playlist but only in that bar, PipPOD lets you create a playlist of up to 50 songs and Reneer's Radio Mod lets you select that station on radios :)
