lag with texture pop-in

Hey guys,

 

SO I recently bought a gtx 1080 and an ssd and decided to start modding skyrim again. Now, with an enb and a bunch of 2k texture replacers I get a pretty consistent 60 fps, however when I go to some areas, like outside Whiterun every time new cells load my fps suddenly drops by 10-15 fps and then returns to 60. Is there anyway to get rid of this pop-in lag? I thought an ssd would help but it didn't =/. Also I used the ENBoost but didn't seem to help either. Any other ideas?
