Elder Scrolls reading effect ID?

Anyone know the ID for the visual effect you get after reading the elder scroll during the quest "Alduin's Bane" at the throat of the world? That blue-ish effect that covers the player's camera as you learn dragonrend. If you do know, can you please also specify what kind of effect it is (e.g. magic effect, visual effect, shader effect, etc.) and provide the appropriate console command to add and remove said effect to/from the player.
