David Brasher Posted February 25, 2012 Posted February 25, 2012 There are a number of mods in existence which already do this. Here is one for example: Skyrim Scaling Stopper. The main approach people use to doing the task you describe is editing most of the leveled lists. You can make it so everything on each list can spawn at level 1 or higher. You have to be careful, because if you tell the game to spawn level 50 dragons on a frequent basis, then a level 1 character is just doomed and the game might not be fun. You could break quests by making them too hard to complete. Like if a level 5 character is sent to a dungeon to find a quest item, but the dungeon is loaded with level 30 bandits, he or she might not be able to complete the quest at this time. But it is not really game-breaking, because the player could come back later when he or she is tougher, could go get some better gear, or could figure out some clever tactics to use. So you don't really need to worry about creating hard-fault bugs in the quests, but there could be numerous soft-conflict type issues.
