Lighting changes won't shop up

I'm using a default template for my interior, but I also want to add some omni and spot lights to the game. When I drop them in, I can see them and scale them, but when I ctrl-alt-s to change the brightness nothing happens. There is absolutely no light emitting from these bulbs. I have light turned on in the toolbar (which I thought was the only thing I had to make sure of). Any help would be greatly appreciated.
