[LE] Help needed , New to CK

I am making a new spell in creation kit.

I have already done everything besides one thing.

I am wondering how I would add another effect on the spell (Reduce Magicka regeneration rate)

 

So it is a teleport spell, I have the teleportation working and everything but I want to add a downside to using the spell which is a reduced Magicka regen by 30%. How do I add a reduce Magicka regen by 30% to the teleport spell?

Make a magic effect and attach it to the spell. You can combine multiple magic effects in your spell. Look at the magic effects from ck.
