Help with Vampire Black Face fix

I've installed a few mods and am trying to find out what is causing the vampires to have black/dark faces. I've read up on the issue and have heard people using the Creation Kit, selecting the Actors, and pressing CTRL+F4. I've never used the Creation Kit, just skimmed over a few things, so my knowledge of it's use is below basic. I went to File>Data> and not sure if I should just select Skyrim.esp, or everything.

Last night, I selected Skyrim.esp, selected all the actors, and pressed CTRL+F4 and waited 15-25 minutes for it to finish. I then closed the Creation Kit and loaded Skyrim to see the bug still there. I'm not sure if I forgot a step, or didn't select the right thing.

Uninstalled the game, then removed all the mods I had as well as delete the Skyrim Nexus Mods folder. I then installed Skyrim SE and installed the Alternative Start mod (and only that mod). I then loaded a new save and jumped into a random vampire lair. To my bewilderment...the vampires had black faces...still...

 

So, I'm uninstalling Skyrim again, deleting all the mod files from my computer, as well as deleting the Skyrim Special Edition folder from Steam.

I'm not sure if you ever found a solution, but for anyone else searching (and isnt on xbox) just go to console commands, click the pc and enter setnpcweight 10. Fixes it for me.

The setnpcweight command is only temporary, at least for me. It works, but if I return to the same npc a while later, their face is black again. Also, if you get attacked by a group of vampire, taking up the console and changing them all individually is a bit of a pain.

I have been having this issue, even with a vanilla version of skyrim. Some people are saying moving any mod files that alter hair/face to the bottom of your load order should work. Not sure if that works just yet, some folks have said to move those hair/face mods to the very top, that didn't work for me.

A closer look into SSEEdit revealed that USSEP adds Orc Skin gen to random NPCs, especially vampires
