Spectres, New Faction/quest mod idea

While playing Mass Effect recently i really liked the idea of the Spectres. The dangerous group that are used in extreme circumstances and act without the consent or consequences from the council. I Had an idea to make a Mod based around a new vegas spectre group (unrelated to the mass effect group, but with the same principles.) I dont really have any experience with modding apart from a map editing in the GECK, so i was wondering if anyone could help me. I Plan on having a mod, where after becoming Like by NCR (possibly at a certain level too) you are asked by an NCR Commander (in McCarren) to become a spectre.(again same principles and goals, but not space-y or futuristic) Over the course of a few quests/assignments you a start to recruit new people to become spectres and you form a small base (i was thinking south of the nipton road highway) a small compound with roughly 10-15 recruits, (training e.g. Target practice and push up) with some guys guarding it. Then as you eliminate a Legion Commander (all assignments will include new random soldiers) the NCR Commander asks you to become a new branch of the NCR, higher up than the Rangers and even more feared. You would have to leave your base near nipton and either go to McCarren or possibly forlorn hope. If you choose this option, you continue doing more missions for the NCR with a smaller base and no crew. If you say no to the NCR (Possible reputation drop) you stay at the Nipton Base, but it does grow, and a few more soldiers join. The only difference is that you wither work as part of the NCR as a soldier or for your self. I Also want the Spectres to have a cool looking armor. I Liked the idea of Saren in mass effect having this different arm that look strange and menacing but not out of place. I Was thinking of something like the Star Wars Boba Fett armor (minus the jectpack) and especially like the idea of having full body armor and helmet, with a small cape/robe Boba Fett Armor Link 1 and Boba Fett link 2. Similar but not as cool or advance would be used for the others.

Again i have no real modding experience but would really like some help with making this mod. Any help will be appreciated.
