Activating Objects/Merchants Now Unavailable

I've been using NMM for my mods up until today when I downloaded a few more mods from the Steam Workshop. As far as I know, there technically should be no difference between using them. However, I now have a problem where I can no longer "activate" certain objects like mannequins. I also noticed that I can no longer do any transactions i.e. I can finish a quest, but get no item/gold/reward transaction for completing it AND I can't get the merchant's sell menu to come up after selecting that option in the dialogue.

I have no idea what to troubleshoot, but this is what I did tonight...

1) Played Skyrim for about 30 minutes while updating mods through NMM.

2) Restarted game for new updates

3) Exited game after realizing that new textures for Bellyaches Animal and Creature Pack would not load. Followed instructions under "Compatibility" to fix. Restarted game.

4) Played game for about 2 hours.

5) Exited game. Subscribed and installed about 15 new mods via the Steam Workshop.

6) Started the game after syncing. Played about 30 minutes before realizing that current quest was bugged (could turn in quest, but received no reward item therefore quest did not clear). Realized also that I could not initiate any sale with a merchant (menu would not appear from dialogue). Also went back to Proudspire Manor and found mannequins as found in the Proudspire Manor mod in the middle of the room, gearless and unavailable for activation.

7) Followed troubleshooting advice for PM mod. Reloaded game, entered PM, exited then re-entered. No effect.

8.) Disabled/deleted all mods subscribed through Steam Workshop.

9) Deleted and re-installed PM mod.

10) Reloaded game from 4 different save points, had same problems each time.

11) Exited game, posted here on forum.

I can say for sure that I had no problems with the game before installing the Steam Mods. I also noticed that after I deleted them (see #8.) and reloaded my game, my load times increased and my graphics card sounded like it was being significantly overclocked; normally it runs quietly while playing, but I could tell the processor and the graphics fan were much louder.

I'm running my anti-virus and anti-spyware programs to make sure I didn't inadvertently download something via Steam. I did write down which mods I downloaded (in case I want to go back and re-install), so I can provide that list if necessary. I use the Skyrim UI and therefore usually start the game via the skse_loader.exe file; I tried loading the game this way as well as through Steam and NMM but didn't have any luck. I couldn't think of any other troubleshooting steps other than what I've stated; however if I think of anything else I'll amend my post.

Short of deleting all my mods and "wiping" my Data folder clean to the default files, is there any fix to this?
