Need help fixing an outfit issue

The problem that I'm having is that in the outfit section of creation kit, I make a custom outfit for hroki using the hoodless nocturnal robe. Then when I go the the actor section and set the out fit an check it using the fullbody preview everything works fine. But when I actually play skyrim it fails to load the robes and instead is walking around semi-nude which as good as that is isn't very lore friendly and looks out of place. If anyone would be able to help me with a fix it would be greatly appreciated.

I am also not entirely sure how to fix this now, but it seems you need to make it into a .esm Master file or fake Skyrim into thinking it is.

To use the clothes in the mod without having to add them, you can use the ESP mastering technique.

This looks like a very convoluted process to follow, do able just it I'm wondering if there us an easier fix for such a simple issue. Also it appears that If i play in-game she will wear the robes as follower but when she is left at home then she is semi-nude. I'll have to give this a try see if that fixes the issue if not I'm hoping for an easier fix
