Chameleon abilities with a twist

I was wondering of either of the following is scriptable:

1. A 10-75% chameleon effect ability (passive) only applied in stealth mode

2. A toggleable chameleon effect of the same magnitude that only works at night

they'd make great custom race abilities, and I've never seen any mods with this kind of functionality.

They're both doable without an inordinate amount of trouble. Seems to me it would go something like this...

 

A scripted lesser power that adds (Or removes) a "manager" scripted effect from the player. "Disabling" the effect will also remove the chameleon effect right off.

The Manager effect checks if it's night-time/the player is sneaking, and whether he already has the chameleon effect.

If he should be chameleoned and isn't, add the effect. If he is chameleoned and shouldn't be, remove the effect.
