Not regenerating health/magicka/stamina

Hey everyone

Have been looking for for answers all over google and no one seems to have the same issue I'm getting. Yes i'm a vampire and using a combination of Better Vampires/Sacrosant/Royal Bloodlines. I have patches for all mods, changed the load order in every different combination. Used LOOT/TES 5 Edit and still no luck. I have tried resetting BV in mod menu(in game). I even took off Vamprism and still have the issue in human form.
I don't have any illnesses or negative effects apart from the -30% fire resistance. Originally I had it working it would not regen during the day but at night it would, now it never regenerates. This bug only happened after I had another issue where I would enter Vampire Lord form and it would force me back into human form after 10 seconds. I fixed this by changing a combination of the load order. After this I went to Dawnguard castle hideout. Left back to Skyrim and as it turned night I noticed it would not regen my stats back.

After fast travelling and going into caves it still wouldn't change. I'm sure i'm missing something however. Thanks for reading all of this since its quite a lot of information but wanted to give as much information as I can remember. Hope someone can help because I'm lost at this point XD

Still having this issue, only potions can refill stats back but of course it goes down again. Even drain stats enchantments don't work. Also on a side note i'm no longer getting "your weak in sunlight" pop up and screen blur you get when you walk out in the sunlight. People usually have the opposite problem where they permanently regen stats even in the sun. Hope someone can help, losing my mind over this and no amounts of Googling seems to find a similar issue!

 

AH went back to previous save and everything was working as normal, as if there was no issues. It was only after starting the Dawnguard quest (before seeing Harkon at the very start), after leaving the Dawnguard castle I have this bug. Anyone know a fix for my current save, because I don't want to redo everything and have this issue again but starting the quest.

Had the same thing happen with the healing and itâs doing the same thing with Magicka as well. I fixed it with the console command player.modav magickarate 0.8
