How on earth can you make an instrumental bard follower?

I made a follower who is a part of the Bards College and I am hoping to make him able to play instruments upon request.

Note: I don't want him to sing any so no need to worry about singing bards. I want him to be solely instrumental.

I've made his package part of Hearthfire to try and make him have the options the house bards do when you ask them to change instruments or play something instrumental.

 

But, I just can't seem to get him to have the dialogues when I test it in game.

I'm at a complete loss at how to make this happen. Any insight would be appreciated.
