I am almost finished with this quest here, I just took over that fort bear solitude, but when I went to the solitude stomcloak camp, galmar just says "we are taking the city, ur brothers and sisters are already waiting...." Something along the lined of that but I was never able to get into a conversation with him, he just repeats the sentence, I tried beating him up, disable then enable him, just go straight to the fates of solitude and join the assault, sleeping, waiting

But nothing works, any ideas

To be sure I understand, you've already taken Solitude? If so, you might be able to click on him and use the

command. If you haven't taken Solitude yet, if I remember correctly, he tells you that when they're all waiting outside the main gate. Ulfric makes his speech and the attack begins, when you arrive.

That's not a bug, you're not supposed to engage in conversation with him. He tells you they're taking the city so you need to head out to Solitude and help them take it. Your questlog should've automatically updated.
