If you are talking about changing the appearance of the arrows, you will need an external editor (for the model, which is the basic shape you will need 3dsmax and a ton of knowledge, for retexturing which is wrapping a new image around the model, you will only need gimp or photoshop. There are really good tutorials on the web, so I won't post one here.

Also, modelling is rather difficult to learn, if you want to learn modelling I suggest you do texturing first for the basic understanding of data files. You will probably need to texture if you are going to make your own models.

 

However, if you're talking about editing anything other than appearance, you have to

1 - Load up skyrim.esm in data/files

2 - Go to items>ammo>any arrow you want to base your new arrow on.

3 - Double-click the arrow you want to base yours on.

4 - The things you might want to change are:

ID - This has to be unique to your new item, I recommend placing your initials in front of it (eg. FPNewArrow)

Name & Short Name & Value & Damage - Pretty obvious, no? The value (only when bartering) and damage settings are influenced by speech and archery skill ingame.

Playable - Make sure this is checked.

5 - You will need to add your new items ingame. You can either do this by

- Adding them to a vendor

 

1 - Go to worldobjects > container and scroll down the list to the "v" section. You can also type vendor in the filter.

2 - Double-click the vendor's container you want to edit.

3 - Drag the arrow item into the container you opened. Edit the count.

4 - Do not rename the container's ID - you are not making a new item, you are editing a vanilla one.

5 - Click ok to close the container window, the save your file and test it ingame.

 

 

- putting it in a cell

 

1 - Select the cell you want from the cell view window, and wait for the render window to load.

2 - Move around the cell in render window (middlemouse + drag = pan view, shift+leftmousebutton+drag = rotate, scroll = zoom) untill you find a suitable spot.

3 - Drag your arrow from the object window into the render window. Double click the model and edit the count under extra.

4 - Drag the item around using the left mouse button, and the f for fall command. You can also hold the z key for moving it vertically.

5 - Save your file and test it ingame.
