A mod to interrupt navmesh for Settlers and NPCs?

Is it possible to create a building mod (fences or walls) that interrupts or blocks the navmesh of npcs? i have some settlement expansion mods and i hate it that npcs always go after raiders or end up outside of fences .and with a mod like this they have to stop at the fence and can't/won't teleport through if such a thing is possible

It's an engine limitation that mod author's can't fix. NPC's are designed to teleport short distances to overcome obstacles. I suggest not using the Settler Sandbox Expansion mod as I've seen numerous reports of settlers wandering way too far away from settlements with that. As for settlement expansion mods, I suggest only using Neeher's versions. The older mods by other authors have various issues.
