No matter what I uninstall or install I get the same result, I am launching through FOSE and I can't get to the main menu.

If I had to hazard a guess, I'd say you're probably missing a master for something. Run FO3Edit and try to load all of your plugins and it should error, telling you what has a missing master (and, I think, what that master is). I personally use Wrye Flash to check it because the mod will have a nice red square next to it and one of the right panes will list the maters of the mod. Even a quick check with LOOT will tell you about missing masters.
