Frostfall not working properly

I seem to be having a problem where when my character had the frostbite/cold hands debuff, instead of giving negative bonuses to my skills it was buffing them. For example one of the debuffs was -30 lockpicking and pickpocketing but that caused my character to have 60 lockpicking and pickpocketing. Any ideas whats going on? Heres my load order:
