Adding Keywords to placed references

Is there any way to add a property to a placed reference?

The issue I am trying to solve is the fact that Static Collections (SCOL) can't have properties assigned to them, and don't seem to pay attention to the properties assigned to the individual statics that make them up. Specifically, the one I want to add is the WorkshopStackableItem [AVIF:0000033D] property.

The game seems to automatically add that keyword to precombined meshes, but since Scrap Everything disables* those by necessity, you can no longer build things on top of objects without that property**, including all static collections. This means the only way I can make it so people can build on top of static collections is to break the static collections, and then add the property to the relevant individual parts.

I know you can add a keyword to a placed reference using console commands (I'd also like to know if you can do this using the CK/xEdit rather than in-game console commands), and I was wondering if there was any way to do the same with properties, or preferably some way to just add it directly to the REFR (placed Object) record itself.

And yes, I know that Place Everywhere makes that property unimportant (surface snapping allowing you to do the same thing as the property does), and I frequently recommend it to mod users (both those with that issue and those with no issues, because it's amazing), but for whatever reason some choose not to use it.

*On a cell by cell basis, just for the ones within settlement bounds

**unless the thing you are building has a different keyword that treats anything as ground
