Long loading times

I have really odd loading times, when I start the game , it takes 2 seconds to load the save, but when I go between locations it can take up to 5 minutes to load different location ( after while it gets really annoying) I tried restarting my computer , and something weird happened, , loading times were short ( up to 20s) for 3 locations, and after that it went back to long loading times.. I Don't think I have that heavily modded game ,but right now it's becoming unplayable.

enbs make load times much longer also it may be because your rig is low end
