A direct purchase would be ideal with some online vendor that ships to Russia. Hong Kong maybe? Edit: https://www.tomtop.com/ seems like it might work. Warehouses in Russia and China but low end video cards in Russia (GTX 1050) probably because of the demand due to bitcoin mining. China has free shipping to Russia though.
