Public Cell Issue

I created a church in the Imperial City Water front district, it includes about 8 different cells which are linked together and a small garden surrounding it. Sadly, my npcs apparently dont wish for me to be inside that much because every time I run in they either swarm me with the "Please leave I have other things to do" message or (when it reaches a time that the AI is to make them wander the garden outside) they will run to me asking me to leave before they themselves leave the church. :wallbash:

 

At first I thought it was an issue about no other NPCs being inside to I set a series of three guards on post so that their is always a guard present but even then I get issues esp when the guards switch out. :verymad:

 

Sometimes they simply surrond me and stay silent.

 

So my question:

 

How do I make it so the npcs dont want to call the gaurds on me when they leave the church.

 

Note: The church is flagged public so that isnt the issue :confused:

Are you sure that you didn't just set the music for the cell to public, and didn't see the "public" flag under cell ownership?

 

The other reason is that you have packages on those NPCs that use "continue when PC is near" which will force a trespass conversation (used in shops which have their main floor also set public).
