Game breaking bug after reinstalling mod

Hello there everybody, my game currently is having a game breaking bug at the moment that i can't seem to be able to fix. I have been playing my new heavily modded version of the game for the past couple of weeks now with no problems and decided to install the quest mod The Better Angels. However, i ran into a bug in the mod that resulted in me trying to reinstall the mod through the nexus mod manager, after reinstalling my game went crazy resulting in my screen turning blue, grey, or black depending on what options i choose on my enb menu and my character being unable to move or use the mouse to move. I can still bring up my pipboy, here all the sound effects of the game and even shoot my gun, There is just no picture and i am unable to move at all. Has anybody ever run into this problem after resintalling a mod or does this have to do with the ENB? i will attach a screenshot to show what my game looks like. Thanks, i hope somebody will be able to help me. I have disabled all plugins and mods at one point and the problem stills persists.

The words "heavily modded" always suggest you may have exceeded your system limits are far as the game engine is capable of handling: "Too many plugins". Please provide the information requested in the wiki "How to ask for help" article.

Simply "disabling" plugins is not enough. Please see the 'Third Rule: The Rule of One', 'Smaller Plugin Cap', and 'Merge Patch file' sections of the wiki "FNV General Mod Use Advice" article.

Please see the 'Issue: Black Screen on startup' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

Thank you very much for your help. I will look through all of this and educate myself on to how to solve this problem. This probably will not help but i forgot to mention that once i load a a saved game, the game looks normal for a second but i cant move my character, it then freezes, then goes to black.

This will be my last update because i am ready to just give up, i have gone through the game files and deleted everything that is not vanilla, anything retaining to mods or ENB. I then reinstalled the game 3 times and started a new game and yet the problem of my character being unable to move using the mouse and the screen turning one color still continues. I feel as though the game itself has been corrupted and i do not have the skill nor the tools to try and find out what is causing it. If anybody could help me i would appreciate it greatly.

If you didn't completely uninstall the game, then there is no telling just how badly it is now corrupted. Obviously attempting to selectively remove files is not working. Time to cut your losses.

Rename your INI files under "Users", uninstall through Steam, delete any residual folders it may leave behind, and then install from scratch. (Make sure you do not accept the default location.) Please see the 'Restoring to "Vanilla"' section of the wiki "FNV General Mod Use Advice" article. Then follow that article's advice in rebuilding your game. Make sure you test the vanilla game before you add any mods. If it is still broken, you have failed to completely remove old remnants.
