Unable to repair

So I've been replaying after a while, trying an energy-weapon centric character. Just finished the anchorage DLC, but when I started picking up things, I found I was unable to repair any of the items dropped by the last enemies you fight in that dlc (in case of spoilers, not going to say who). After doing some checking, I found that I couldn't repair ANYTHING at all. So, I restarted the game, no luck. Afterwards I went and disabled every single plugin (including DLC) and STILL couldn't repair anything, (I only had a couple laser pistols and laser rifles, but I had 2 of each and no repair option came up.)

 

My previous load order (note that eve and the ewe stormfront were disabled, this is from when I turned everything off)

If it's a mod thing, why is it still going on when I disabled every single plugin?
