Which seems to work fine, no CTD's, all mods function fine.
Also using a lot of .ini tweaks for graphics related to draw distanced of trees, animations, grass, density and uGridsToLoad 9 with the rest of the commands matching.
Playing on Very Hard on a fairly new game (only just reached Diamond City) and playing just for the fun of it. I finished it with all major factions and just wanna play a bit of run & gun style now.
So, i obviously used player.setlevel 50 and CGF "Game.AddPerkPoints" 100 for some extra toys and higher level so the enemies would be higher level as well.
This seems to work, even entering the Cambridge Police Station the Ghouls are nice and high level and all sorts of variants like charred, reaver and so on.
However, TL;DR: Any raider or supermutant or whatever just spawns with a pipe rifle or something like that.. Which is odd since most if not all of my weapon mods should spawn at around level 50 or higher according to the leveled lists..
I've seen a CBJ-MS and a M1911 pop up once or twice on a dead guy but that's about it..
So, i started testing and it seems that whenever i spawn a random NPC character via the console for example: player.placeatme 000FD3A2 20 (spawns 20 Gunner Sergeants) they will all spawn with leveled list rifles from time to time... I've seen SCAR-LK's, i've seen M1 Garands, USP pistols.. DIdn't really see any of the M16/AK's tho and now all of a sudden they don't spawn with custom ones anymore lol..
So, a console spawned enemy will use my leveled list weapons but a random encounter enemy will not and will only use random pipe rifles and combat rifles..
What am I doing wrong here?

Using Wrye Flash doesn't do the work for you. Meaning it will properly manage the Leveled Lists if you apply the Bash Tags properly. I kinda doubt there are bash Tags for mods. So you would have to go through all of your mods one at a time and manually apply the tags. Once you do, if they are the correct bash tags then your Leveled lists should be formatted properly.

 

I explain it here and here. Just don't forget once you find a record where Relev is needed, stop looking for instances of Relev. The same foes for Delev. Then so others can benefit you can also do this.
