got low FPS and stuttering with ENB

so here is my spec

i5 4440 3.3Ghz

12MB RAM

GTX 1060 6GB VRAM

 

i have verly low fps with KOUNTERVIBE ENB, got 17-23 in exterior, sometime 27 and drop again (stuttering), but sometime its stable

i am also try to using rudy enb with some tweak, and got 30 -37 fps in exterior, but its stuttering as hell and make my head hurt

then i try Anko enb, it got 60fps on interior, and 40fps in exterior, but like rudiy its stuttering, i just want stable fps like kounterivibe :(

 

before all this, i am using rudy enb and got stable 40+fps, no sttuttering, everything its before i using EVT with 3d dynolod, maybe that caused that?

 

so my question is, what can i do to get stable playable fps with quality graphic? maybe i try another enb aor disable some mod?
