Dark light

I have a problem with night lighting, in whiterun for example, when I go to a lighted area, when I am away the lighting is bright but when i approach, light become darker !

 

Someone can help me ? Thanks.

 

 

(I have installed "Superl3 ENB".)

 

 

When im away

 

I walk a bit, light become darker

 

still dark when i go back
