No voices or lip movement

No matter what i do i have no voices in the game.

I looked up many similar problems and it alway came down to a line in the fallout4.ini file

SResourceArchiveList=Fallout4 - Voices.ba2,

But no matter if i change it to Voices_de.ba2 or Voices_en.ba2 it wont work.

I had the German version installed because thats the default by Steam for me and then changed it to the English version with steam.

Im running mad, pls help.
