NPC Power Armor Enchantments

I can't seem to get enchantments on power armor to apply to NPCs that spawn in power armor like raider bosses and the BoS.

When I order a companion out and back in the power armor, the companion gets the enchantment.

 

Basically, I'm either trying to fortify health or modify incoming damage by a percent for NPCs wearing power armor torsos.

 

I've also tried using a perk that checks for wornhaskeyword ma_pa_torso.

 

Same thing, I get the effect. My companion doesn't get the effect until they leave and re-enter.

I've tried cell resetting to see if that will apply the effect. Still nothing.
