mod activated but not working

Hello everybody, I have a problem with mods I created. If I extract the xml files with quickbms, modifie them and then reimport them with the tool provided with quickbms most of them work in the game. I have tried to make a standard mod with both modkitchen en sarcen's mod editor, creating the mods is no problem but they have no effect in the game.

 

I have the non-GOTY steam edition of the game.

I have the unification patch and the newest game version 1.31.

I have other mods installed but I consider that meaningless regarding the problem.

 

Someone has an idea what could be the problem and how to fix it?
