NMM won't allow activate/deactivate already installed mods

I had to reinstall my NMM, and when i got it working again, I'm unable to activate or remove any of the previous files I had. New ones can be added, but old ones throw up errors when uninstalling or removing, and cannot be installed at all. I get the red crossed circle. The error it throws up is on the screenshot below, saying it could be antivirus. But when removed all antivirus, malware, firewalls, it still shows this. I even tried deleting the whole folder and starting over, but Windows10 won't allow that (which is another issue all together), and copying to a new location, but again it won't allow it.

 

Thankfully, FO4 is still recognizing the mods as installed and active, but I can't change any of them at all, so I can't remove any of them to figure out what is causing CTD or compatibility issues. Anyone else figure seen this error or solved it?

 

 

NOTE: all the mods on the screenshot that appear disabled are actually active on FO4 and are stuck on NMM, the inactive ones and active ones seem to work fine.

I guess this is what happens when you install to \program files, but I guess you also guessed that too. You could try a free program called LockHunter to see what's getting in the way, sometimes it finds something.

FYI, the lock was coming from

igfxEM.exe

Process ID: 8836
Command Line: "C:\WINDOWS\System32\DriverStore\FileRepository\igdlh64.inf_amd64_0745f11ce6fc197c\igfxEM.exe"
Which is a file related to the intel processer according to http://www.file.net/process/igfxem.exe.html though some spyware disguises itself as the file. Mine looks legit (afterscanning it with three different antivirus programs), just decided to lock up these files for whatever reason.
