Radioactive: Solitude Docks low framerate, compatibility issue or normal?

So i'm getting 40fps minimum in all areas i've been so far, but solitude docks just hammers my framerate.

I'm also running Tamriel Reloaded Parallax (and realistic water two bobbing boats plugin) and i though it might have some conflict issue, but i've yet to find any posts or comments about it.

 

also possible that it's my load order / plugins since i'm a newbie(this is a newer setup from the time i took the screenshots, but no performance change):
