Any way to get the perk IDs for all perks - including custom perks - a

I have the mod "PerkUP" installed. It allows you to add 10 points into almost every perk. The problem is, each single point has its own separate perk ID (e.g. Novice Restoration 1 has a different ID from Novice Restoration 2 or 3 or 4, etc.). In my current save, I've added a ton of points to many skills. But the perks cannot be reset without running into a permanent problem. This probably also applies to any mod that essentially adds to the perk ID list. With this or any other mod, if you add points to an existing perk that would normally have 1, 2, 3 or 4 points so that now it has up to 10, the additional 6 points would have their own distinct perk ID, although, when you uninstall the mod that adds these points, you probably won't notice any problems. But, once you save your game and now wish to reinstall the mod, you're SOL if you're hoping for a bug-free transition back to the mod. What basically happens is that if you had 10/10 points in any skill when the mod was initially installed, it would appear as if it is not maxed out once you reinstall the mod. This lets you add even more points to the perk. But, this causes a horrible glitch to some skills (as seen here with Steady Hand). The only way to fix this would be to reset every conceivable perk ID (which would be from 00000000 to FFFFFFFF) except for the ones that come by default. There is also a much more manual way, where you'd have to find the perk ID for every added skill with multiple points and remove them by hand.

 

Or if anyone could link me to a text file that has the hexadecimal numbers listed from 00000000 to FFFFFFFF so I can make a brute force batch file to remove the perks.
