My game continuously crashes regardless of mods installed.

I have Skyrim Special edition and i first modded the game and was experiencing crashing at random times. i untinstalled and disabled all mods and uninstalled the game, then i ran the game made some save and still had crashing issues and slow walk bug issues. I gave up trying to figure out why so i just put the mods back on and i did use LOOT to optimize the load order and i still get the random crashes especially during the start of a new game which is SOOO infuriating. I was trying to see if RAM may be an issue i have 16gb of ram and i see the game is using 3gb of virtual memory which doesnt make sense as everythign on my pc is 64bit and i have plenty of system resources for ths game to run smoothly. GTX1070 i7 6700k 16g ram and a strong stable motherboard and plenty of power from my psu. I dont know how the memory allocation works for Skyrim SE but id like to try increasing its allocated ram just for troubleshooting sake. so if someone can help please do !. ill put my mods and load order below.
