LE Frost shader effect on characters

Hi to all,

 

is it possible to make a mod that adds a frosty shader effect on characters (player and NPCs) when it snowing in very cold areas of Skyrim ?

 

I must inform that it is possible and already exists in this mod "Frostfall - Hypothermia Camping Survival by Chesko" http://skyrim.nexusmods.com/downloads/file.php?id=11163

but I don't want to install that mod only for having this awesome frosty shading fx .Also it's not exclusive for this mod (and it doesn't exists as a stand-alone mod yet ) because it is just added in that mod and exists as an vanilla fx shader.

It's the same effect on targets when being hit by a frost spell.
