NMCs Texture Pack covers pretty much all the world content (walls, signs, rocks, trees, roads, containers, etc) but doesn't touch smaller stuff like toasters and other miscellaneous items. For that you'd need a clutter texture pack, of which there are several on the Nexus sites. I personally go through texture packs from both Fallout 3 and New Vegas to find textures that I like that might be different, where a mod author uploaded to one, but not the other. I've combined them all into packages that I load in FOMM, so I can get easy install/uninstall of the texture mods without any headaches. To actually view the files you'll need a program like Gimp or a DDS file viewer to look at the texture file and compare it to others. I've got something along the lines of about 20 texture mods I run in New Vegas, and about 12 or so in Fallout 3. I use NMC as a base in both, and then apply custom packs over the top (in most cases I compare all the textures one mod adds, and remove the ones I don't like, so that I get overrides I want). I've probably spent around 100 hours or more organizing textures across the two games in the past 2 years. As an example of how I install textures for Fallout 3. I install NMC first, then I install a pruned version of Clutter and Furniture Pack. After that I have some other smaller mods that add better looking money and such, and I end with a selection of textures from Ojo Bueno High Quality Texture Workshop for Fallout New Vegas. I also have a selection of textures from Weapon Retexture Project for the weapons that are in both Fallout 3 and Fallout New Vegas. And keep in mind that just because a texture pack is for a specific game (FO3 or FNV) doesn't mean it won't work. It just means that you might not be able to use all the textures (in the case of new object from FNV not being in FO3). Another thing to note is that while NMC for Fallout 3 is lacking DLC content, the FNV version has some of the DLC items redone because they are used as base assets in FNV.
