Get the civil war to continue

Back Ground information:

Started civil war quest

On the stormcloak's side

Then started main quest

Main quest progress to the point where i have to gather the two sides from the civil war for a peace treaty

Civil war progressed to just before the solitude battle

Hold the peace meeting thing

Finish main quest

 

So now how do I mka make the civil war quest continue again

I did try to speak to both ulfric and Tulius

But nothing happen after wards
