Post-Civil War Bug With Faction Garrisons in Riften

Finished the Civil War quest (Imperials, let Tullius kill Ulfric). Everything else seems peachy, but Riften's got some issues. A couple notes:

 

1. Maven is now the Jarl.

2. Imperials have replaced the city guards.

3. At least some Riften NPCs still talking about the war as if it was going on, but I'm not sure if those are just by (lack of) design, or sign of something genuinely bugged?

 

The main problem is that there's a bunch of Stormcloaks - 20 to 30? - in the city (and they're possibly respawning – at least I saw one group pop into existence right outside the orphanage). I'm pretty sure they were actually already there when I popped in during the CW storyline in the area, but just figured it was part of it somehow. As soon as I set into the city (but no sooner), the scene triggers and the Imperial guards attack the cloaks (and lose unless I help). They aren't aggressive toward me unless I fight. I can obviously go through and kill() + markfordeletion()** all the Stormcloaks, but as I mentioned, it seems that they might be respawning too. That is, I'm certain they popped there, but not sure whether that's a permanent respawn. I guess I could just let them spawn and have the Imperials take care of them since it's just a small group, but I was also having problems with savefile bloat. It's probably completely unrelated, but I'd rather not have any

 

Anyway, first instinct is obviously that it's a mod, but I looked through Warzones, WiS, Occupy Skyrim, and Adventurers & Travellers (just in case) using my meagre CK skills: there's nothing Stormcloak-related in Riften in any of them, so far as I can tell.

 

So, this leads me to believe that the bug could be related to some incorrect stage in Civil War. I've not played the Stormcloak side but from the data it looks like Riften can end up garrisoned by either belligerent, and maybe somehow one of those got triggered by accident (or didn't get triggered off)?

 

Anyone have any ideas on the cause, the fix, and/or on whether I should really worry about it anyway?

 

 

* This completely removes the objects/actors when the cell resets, right?
