Random, persistant mod and/or script lag, help needed

Hello all.

 

I'm beginning to get at my wits end trying to identify a source of a significant annoyance in Fallout 4. I am not a complete newb when it comes to modding Bethesda games but I freely admit that my skills in many respects are lacking and I have perhaps installed too many mods.

 

So, without further delay, my problem. When I am moving around the open world my game will frequently lag sharply for several seconds as if it is loading something. This lag freezes the game or slows it down to single digit frames per second. I do not believe this to be hardware-based, as I'm running a setup that otherwise easily handles everything at max with little to no slowdown whatsoever. Enabling papyrus logs reveals some errors but I'm not certain if they are the cause of the issue, or just normal script errors that go on in the background.

 

At first I thought the cause to be the various encounter number mods I've tried, that increase the number and size of spawns, but the issue is persisting after their removal and the start of a fresh save file. So I'm turning to the more experienced people here in the hopes of being able to identify the cause and solution. I am going to include my computer specs, papyrus log, and list of mods below. If there's any other information necessary I'll provide it.
