Spell effectiveness mod

I figured out how to make a mod that would remove the 95% cap. Could anyone help me make a mod that would remove it in a more balanced way? Maybe you only break 95% spell effectiveness at 95+ armor skill?

 

Granted, I could just not turn the mod on until I got 95 skill.
