Good neighbor guard npcs with arms clipping through body when standing

So after putting 25 plus hours into the game. For some reason my npc guards in goodneighbor have started to have this arm clipping issue when standing (their arm is pushing through their body.) When they go back to patrol stance they are animated and look normal, its just when standing as such.

I went to the npcs in diamond city and vault 81 as well as raiders in the open world...none of them are broken like this. I dont know what happened lol.

 

Ill post my load order below, but i cant think of anything in it that would do that
