I have not tested all the various enchanters, but Farengar in Dragons Reach has the ability to enchant 20 pts of elemental damage, if I recall correctly, and Eorlund can do Legendary armor. There's another mod, http://www.nexusmods.com/skyrim/mods/51733/? which plays nicely with the first, and allows you to use merchants to order quantities of items for you, and notify you when your order is ready.
