So the problem are the small dots that appear at medium distance, you can see them clearly here just below the cursor. They disappear when I get too close.

The second problem I have are with the textures of one the the armor pieces.

I'm not sure what would be causing the dots, but the purple hands is simply a missing texture. Try reinstalling (or re-downloading and installing) the mod that added that armor set.

 

Also, you may want to download LOOT and let it organize your load order if you haven't already. Don't think it'll fix your strange dots but with some luck it might, and even if it doesn't it should save you some trouble further down the road.
