In it, it talks about Ulfric Stormcloak before the rebellion, how he was a informant of the Thalmor and even now can be considered an asset, albet dormant. so, whose on the side thats really against the thalmor, imperials or stormcloaks. Whether the stormcloaks know it or not, they are fighting not ot free skyrim, but to help the thalmor. What General Tulias says is true.
