Question abouts Perks/Skills

Making a new perk is easy. Look under Perks in the CK and also under Character>Actor Values>Perk Trees to see how they function. You can move the perks around in the perk tree, add new ones, change their connecting lines, etc.

As for new skills, it's a bit more complicated, but seems doable after a fashion. There is one mod that adds acrobatics. I haven't tested it though. It probably needs Script Dragon or SKSE, and I'm not sure if it works as any other skill or outside the existing skill structure. I believe the latter is the case, since the number of skills in the skill menu are hard coded, IIRC.

Another variant I have seen used is to combine two existing skills, like lockpicking and pickpocketing, into one big skill with a perk tree that branches early and has all the perks for both. This way one skill slot is opened to use for a new skill. I think another mod adds a Lycanthropy and/or Vampire skill to the game this way.

Hmmm... I see. How do you control the effects of what the a perk's does, or would that be easy to see in the CK? (Which I suppose is Construction Kit)

As for those that adds an entirely new skill... I guess I should talk to the authors of the mods you mentioned to get more information about that?

Yep, the CK is the Construction Kit. You're gonna need it if you want to play around with this stuff. As for how the Perks function, that is easy to see if you open an existing perk. To add a new one you write a description that appears in the Skill menu, you define the prerequisites or conditions for getting the perk, and choose the ability the perk allows or the effect it has. This can be stuff like shouts, racial abilities and spells. And in the magic section of the CK you can make new spells or magical effects, which you then let your new perk use.

About adding skills, start by downloading those mods and see what the authors did. Also do a proper forum search on the subject; I know the topic has been discussed several times before.
